trying to understand Tote win. I know the winnings are distributed from a pot.

On the Tote website it provides win guide prices and says at the bottom that these are based in £1 stakes.

An example currently displayed is Horse X at odds of 14/1 with a win guide of £28.40. SO: if I place a £1 bet on Tote for this horse then i will get back £28.40 but if i place a normal bet using the odds I will get back £14?
But, that can't be right?

I am probably missing something obvious here, but would appreciate any explanation. Thanks.
